Statement regarding District Enforcement
Last year Cabinet agreed to appoint District Enforcement for a 12-month pilot scheme to tackle the scourge of fly tipping, illegal dumping and littering in our borough.
Rightly, this is an issue that we know our residents care deeply about.
Since the start of the contract in September, there has been a marked reduction in fly tipping and illegal dumping in the borough in some hotspot areas, and an improvement in our overall environment.
The Council is pleased to see this progress; however, we understand some residents have shared concerns about some of the penalties currently being issued and we are looking into the guidelines being used by District Enforcement.
The Council would like to remind anyone receiving a Fixed Penalty Notice (FPN) that there is a representation process which is available through the District Enforcement Service Website should they wish to contest it: Environmental enforcement – Welwyn Hatfield Borough Council
As this contract progresses, the Council will continue to ensure that waste offences are enforced and we will work with District Enforcement to make sure that their processes are appropriate and robust at all times. A full review of the contract will be conducted at the end of the 12-month pilot.
