Community Day of Action to tackle fly-tipping and littering on the Salisbury Village Estate

WHBC, along with partners will be holding a Community Day of Action on Monday 29 Sep at the Salisbury Village Estate in Hatfield, from 11:00 to 15:00.
Welwyn Hatfield Borough Council (WHBC), along with partners from Herts Police, Herts Fire and Rescue Service and the University of Hertfordshire will be holding a Community Day of Action at Salisbury Village Estate in Hatfield on Monday 29 September, from 11:00 to 15:00 as a multi-agency response to the concerns raised by local residents.
The day of action follows the issuing of Community Protection Warnings (CPWs) by WHBC to the landowners responsible for areas across the estate in response to complaints from local residents about fly-tipping and littering.
Council staff as well as officers from Herts Police and the Fire and Rescue Service will be on site, along with staff from the University of Hertfordshire, to provide advice to local residents and students on waste and recycling, fly-tipping, anti-social behaviour, noise nuisance, housing disrepair, fire safety and houses in multiple occupancy. Officers will also be working to address the issues that have been raised including gathering evidence of any non-compliance with the CPWs so that further enforcement action can be taken if necessary. The landowners have also been invited to participate on the day.
The roads, pathways and communal areas on the Salisbury Village Estate have not been ‘adopted’ by Hertfordshire County Council which means that the responsibility for the upkeep and maintenance of these areas lies with the landowners and not WHBC. The Council are not responsible for clearing fly-tips or other accumulations of waste, however, it takes the concerns of local residents seriously and will do what it can to tackle the problems that have been identified.
Councillor Sandreni Bonfante, Executive Member Environment, said:
“As a Council, we are determined to tackle the blight of fly-tipping and littering. This day of action is in direct response to the concerns that have been raised by local residents about fly-tipping and littering in the area, and the issuing of Community Protection Warnings to the landowners responsible for areas across the estate.
The warnings set out clear expectations, standards, and actions required by the landowners to improve the condition of the area, including the removal of fly-tipped waste and litter, and maintenance of the roads and communal areas. Officers will be checking that action has been taken by landowners to clear fly-tips and litter and further enforcement measures may be undertaken where these responsibilities have not been met.
I would encourage local residents and students to look out for officers who will be on site on Monday and talk to them about any concerns and questions they may have about waste and recycling, fly-tipping and anti-social behaviour and housing disrepair in the private rented sector.”
