Council nominated for decarbonisation award

Welwyn Hatfield Borough Council has been nominated for an industry award for its work to improve the energy efficiency of social housing.
Refurbishment work on a housing block at Attimore Close in Welwyn Garden City, delivered by the council in partnership with Morgan Sindall Property Services, has been shortlisted by The Insulated Render and Cladding Association (INCA) for its 2025 awards.
The shortlisting states that this complex project demonstrates “how intelligent system design, fire safety compliance, and aesthetic sensitivity can be balanced to drive successful outcomes for both residents and stakeholders”.
The project forms part of refurbishment works being carried out across the borough with the support of the Government’s Warm Homes: Social Housing Fund to improve the energy performance of homes from EPC (Energy Performance Certificate) rating D-G to a C, helping to tackle fuel poverty and reducing energy bills for residents.
Welwyn Hatfield Borough Council has appointed Morgan Sindall to undertake further works on properties across the borough as part of an additional £6.4million Government grant that is being match-funded by the council which will see more than 600 homes retrofitted to deliver improvements such as loft and cavity wall insulation, internal and external wall installation, low-energy lighting, and solar panels. This comes in addition to 234 properties that were retrofitted as part of a previous wave of funding.
Councillor Gemma Moore, Executive Member for Housing, said:
“I’m delighted that we have been shortlisted for this industry award for our refurbishment work to improve the energy efficiency of social housing. These improvements will help to reduce bills and tackle fuel poverty, as well as supporting our goal of becoming a net zero borough by 2050. Congratulations to the team for their excellent work on the retrofitting project at Attimore Close, which shows how complex improvement works can be delivered efficiently and sensitively.”
Mustafa Mustafa, Head of Decarbonisation, Morgan Sindall Property Services, commented:
“We are proud to continue our partnership with Welwyn Hatfield Borough Council, working together to support their net zero ambitions through practical, decarbonisation solutions. This project is about more than sustainability; it’s about improving lives. Already, residents are experiencing the benefits from the Wave 2.1 programme - warmer homes, lower energy bills, and improved wellbeing. By delivering real results, we’re making a meaningful difference in communities. We look forward to delivering the same impact as part of the Wave 3 programme.”
