Council to Introduce New Parking Permit to Support Unpaid Carers

Welwyn Hatfield Borough Council (WHBC) is delighted to announce the introduction of a new parking permit to support unpaid carers.

The announcement follows the Cabinet’s Joint Administration recommendation on 4 November 2025 and subsequent endorsement at Full Council on 12 November. Blue Badge holders will be able to nominate a single carer's vehicle to receive a Personal Carer's Permit, removing the need to rely on visitors' vouchers when visiting them in their home within their permit zone.  

Unpaid carers perform a vital role for millions of people across the UK and WHBC is delighted to be able to support voluntary and unregistered carers, often close friends or family members.

Councillor Sandreni Bonfante, Executive Member for Environment, said:

“We recognise the vital support that unpaid carers provide to some of our most vulnerable residents, and we want to make it as straightforward as possible for them to continue delivering this essential care.

“I’m pleased that we are introducing the new Personal Carer Permit scheme, which I hope will make a real, positive difference by helping carers spend less time juggling guest permits, more time focused on caring for their loved ones and receiving real support for the incredible work they do.”
