Statement on new draft Local Plan consultation and the potential relocation of Oaklands College and the WGC Library to the WGC town centre

The Council is aware of recent posts circulating on local social media groups regarding the new draft Local Plan, particularly in relation to the potential relocation of Oaklands College and the Welwyn Garden City Library to the town centre. We want to offer reassurance and clarity on this matter.

This evening (21 January), the Cabinet Planning and Parking Panel (CPPP) will consider recommending that the draft Local Plan proceeds to its first major public consultation. This marks an early and important stage in the plan‑making process. At this point, the focus is on the overall vision and direction for the borough rather than any final decisions. The purpose of the consultation is to give residents and stakeholders the opportunity to share their views.

As part of this consultation, we will be seeking feedback on the principle of relocating Oaklands College and the WGC Library closer to the heart of the town centre.

Oaklands College: This proposal is site‑specific and aims to support the creation of a modern, high‑quality educational facility that would bring significant benefits to the town.

WGC Library: Relocation could improve accessibility for residents and contribute to increased footfall and vibrancy within the town centre.

For absolute clarity, these proposals do not affect the Campus West family entertainment venue, including the cinema, Soft Play City, Roller City, or Humphrey’s Café.

The new draft Local Plan is about planning thoughtfully for the long‑term needs of Welwyn Garden City town centre – establishing a strong vision, exploring opportunities for a broader mix of uses, and enhancing the facilities and amenities that residents value and will continue to enjoy. It is appropriate to consider these ideas at this early stage. Any relocation would require full reprovision within the town centre before changes could take place.

Subject to the outcome of tonight’s CPPP discussion, residents, businesses, and local organisations will be invited to take part in the public consultation, expected to begin in mid‑February. This will be an important opportunity for everyone to help shape the future of our borough.
